To ensure the safe, efficient and effective movement of abnormal indivisible loads throughout the Cheshire Constabulary force area by providing a professional and consistent decision-making process and administrative service.

  • Provide a full administrative service for abnormal indivisible loads, dealing with email notification from hauliers, Highways Agency and Department of Transport, determining for each the escort requirements, ensuring an efficient and timely service.
  • Log into Esdal2 website via the ‘Police Portal’ and check all notifications pertinent to the Cheshire Police area. Making sure if self/private escort or police escort is required that the haulier is made aware.
  • Determine routes and times of movement for complex abnormal loads, completing risk assessments, ensuring the safety of the public, minimising disruption to other road users and reduce the financial impact on the Cheshire Constabulary.
  • Arrange police escorts for abnormal indivisible loads as and when required, liaising with the relevant LPU’s to ensure officers are correctly scaled and IML numbers created on Saab system.
  • Update the force website when applicable to advise members of the public when and where large police escorted loads are travelling through the county to minimise disruption to road users.
  • Maintain spreadsheet (Abnormal Loads Tracker) with details of all revenue generated for the force together with details of officer’s hours worked number of vehicles used and mileages.
  • Maintain accurate and timely records of current and proposed road works together with changes to standard routes so that hauliers can be advised accordingly.
  • Grant dispensations to hauliers in order to ensure efficient and safe movement of abnormal loads, maintaining accurate records of these dispensations.
  • Act as the main point of contact in the Force for members of the public, hauliers, other Forces, the Highways Agency, the Department of Transport and officers from the Cheshire Constabulary, with regards to queries and advice concerning the movements of abnormal loads.
  • Make immediate decisions and authorisation for the movement of abnormal loads at short notice, who do not comply with the statutory two days’ notice, ensuring the safety of other road users whilst still complying with current legislation.
  • Attend, on behalf of the Constabulary, relevant Regional and National meetings relating to abnormal loads, to ensure that the Force is kept up to date on new legislation and best practice is maintained.
  • Act as single point of contact and provide an administrative service (as per Abnormal Indivisible Loads) for motor vehicle related events which take place across the Force area.
  • Liaise with relevant the LPU’s, via TM officers ensuring that they are aware of the events taking place, and decisions made by the LPU are promulgated to the relevant organising body.
  • Special requirements:
  • Flexible in approach to working hours in the event of an emergency passage of an abnormal load.
  • Must be able to travel anywhere in the Force area. (if relevant)
